Web design and development is the process by which websites are built. Web design decides what a website looks like (the aesthetics), and web development dictates how it works (the functionality). In common usage though, non-technical people often use the term “web design” to refer to the entire process.

A website may make use of software for it to run, but websites are generally not considered to be software, even though some websites may contain ‘web apps’, which are basically pieces of software that run in a web browser.
